This release contains some very minor fixes that are of no import if a build of 0.12.2 succeeded.

• -uninstalled variants of the pkgconfig files were added to enable building against an uninstalled build.
• Some PUBLIC statements got added to modules to enable building with non-standard gfortran extension -fmodule-private.
• On macOS 15 and newer, common blocks cannot be shared across shared objects but are used for BIND variable declarations.
  This is not currently detected automatically but a work-around can be activated by adding -DXT_FORTRAN_USE_EXTERN_VAR_DECL to FCFLAGS.
• The header installation uses a different way to express a negative match to not trigger a warning from very new Perl versions.
• Some implicit benign conversions are made explicit to reduce warnings from some gfortran versions.
• For nvfortran 26.9, new symbols are injected into the shared object that require a new rule in test_exported_symbols.
